How do i have a beach wedding without spend alot of money?

i want to have a beach wedding but done have the money for a full pledged wedding. we were orginally going to get married in the courthouse. How do i go about with this? i want it to be a short wedding just as if was in the Court. help me please... thank you. Im in California.
