How to get my second cousin help?

My cousin is 5.He is always misbehaving.Timeouts do not work.My cousin and his girlfriend tried s that just does not work.He just laughs.And then runs away saying you cant get me.He is always throwing stuff at people are telling them I hate you.How do you stop this behavior?
