Should I tell him off?

My guy friend has really been a jerk and annoying me lately and i want to tell him how i feel bout his crap. he's wont reply to texts, answer calls, is pervy, rude, and jerky. i thought about telling him off and letting him kno tht im not gonna put up with his crap anymore, but im not sure. should i just ignore him, tell him how i feel, or just let things play out?
