Why does the democratic party have super-delegates and the republicans do not?

Because the Democrats don't use a "winner take all" delegate concept like the Republicans do (Dems split delegates by vote percentages)...so, the potential for a candidate to not get the required votes for a nomination exists and the need for "super delegates" to help choose the best candidate when those situations occur like they did this year.
