Is it normal for my dog to be doing this ?

i have a mini schnauzer i took him to the vet and she couldnt find anything it said it could just be the chilly weather.. but idk im worried has anyones dog ever had any symptom like this? he wheezes but not all the time just from time to time and when he goes outside its almost like if he has a lugi stuck in his throat..
