Can you substitute bread flour for all purpose flour when making anything (not just bread)?

I want to make shortbread, but I mistakenly bought bread flour instead of AP flour. Will it affect the outcome of my cookies? Also, can I use it in any recipe that calls for AP flour (cakes, cookies, thickening gravy, etc.)?
